SAFETY INSPECTIONS

State of Maryland

State of Maryland Department of Labor, Licensing & Regulations (MD DLLR) requires that elevators have the annual safety or pressure test and, if applicable, a 5-year full load test. Each owner is responsible for ensuring that each elevator unit has a valid certificate of inspection issued by the commissioner, demonstrating that it has been inspected. Elevator units are not permitted to operate without a valid certificate of inspection.

Currently, state law requires that periodic annual inspections be performed on all elevator units and the owner of an elevator unit has the option of contracting with an authorized third party inspector or utilizing state resources to comply with the annual inspection requirement. As of July 1, 2009, state inspectors will no longer perform periodic annual inspections on privately owned elevator units. The owner must hire an authorized third party elevator inspector to perform the required periodic annual inspection.

State of Delaware

The state of Delaware has adopted AMSE A17.1 safety code for elevators and escalators, requires a maintenance control program which is provided by Delaware Elevator. The code requires periodic elevator inspections to be performed by a 3rd party qualified elevator inspector. The responsibility to hire a 3rd party inspector is solely that of the owner or owner’s representative. Delaware Elevator strongly suggests that building personnel contact an independent 3rd party QEI elevator inspector to begin performing the code required periodic inspections if not completed to date (per John Livesay / Corporate Service Operations Manager update July 2015).

State of Virginia

In the state of Virginia inspection requirements are dictated by counties and municipalities. According to ASME A17.1a all elevators should have the annual pressure or safety test and, if applicable, the five-year full load test.

Delaware Elevator, Inc. will contact the required inspection agency before performing the annual safety or pressure test and schedule the inspection at the same time with the required annual safety or pressure test.

Washington DC

According to ASME A17.1a all elevators should have the annual pressure or safety test and, if applicable, the five-year full load test. Washington DC / DCRA enforces ASME codes and requirements and all inspections are to be scheduled.

State of Pennsylvania

In the state of Pennsylvania, the periodic inspections and testing are performed according to the laws and regulations of the Pennsylvania Department of Labor and Industry.

Delaware Elevator, Inc. will comply with these laws and regulations and schedule the tests with inspectors.

State of Florida

In the state of Florida all elevators must be annually inspected by a certified elevator inspector or by a municipality or county. If the elevator is not an escalator or a dumbwaiter, serves only two adjacent floors and is covered by a service contract, an inspection is NOT required as long as the service contract remains in effect.

A statement verifying the existence and performance of each service maintenance contract must be filled at least annually with the division and as prescribed by rule. Cancellation of a service maintenance contract must be reported to the division.
