Florida Elevator Code Deadlines and Compliance Update
Florida has adopted ASME A17.1-2019 (for new and modernized elevators) and ASME A17.3-2020 (for existing elevators), establishing important safety requirements for elevator owners throughout the state.:
Door Lock Monitoring (DLM) – Deadline Extended
Door Lock Monitoring (DLM) systems help prevent elevator operation unless all hoistway doors are properly closed and locked.
The Florida Department of Business and Professional Regulation (DBPR) has extended enforcement of the DLM requirement (Section 3.10.12) until August 1, 2029.
What This Means for Building Owners:
- Owners with an existing DLM violation are not currently subject to fines or shutdowns related to the absence of a DLM system.
- A callback inspection may still be required to verify the state’s updated enforcement timeline and close out any other violations that may have appeared on the same inspection report.
- The DLM upgrade requirement has not been eliminated—compliance will still be mandatory by August 1, 2029.
Emergency Brakes / Unintended Car Movement (UCM) Protection
All traction elevators must be equipped with approved protection against unintended car movement, such as dual-plunger brakes or rope grippers.
Compliance Deadline: August 1, 2028
